The collection mostly consists of materials related to Stafford's tenure on the U.S. Interstate Commerce Commission (ICC) and to his time as Frank Carlson's secretary. It includes correspondence, printed materials, photographs, books of speeches, newspaper clippings, letters and cards, scrapbooks, appointment calendars, invitations, citations and certificates, and other such materials. Remarks or speeches concern the variety of transportation and shipping issues with which the ICC was concerned, including the dedication of Perry Dam in 1970. There are also some posthumous materials about Stafford, but the bulk of the materials date from 1947-1978.

Frank Carlson, a farmer-stockman, was Governor of Kansas from January 13, 1947 to November 28, 1950. He served as a U. S. Senator representing Kansas from 1950 to 1969. George Stafford had a long political career, including as secretary to Kansas Governor Frank Carlson. After graduating from high school in Valley Falls, Jefferson County, Kansas in 1933, he attended college in Topeka. Stafford served in the 35th Division during World War II, eventually earning a promotion to captain. He was wounded in action at the Philippine Islands and awarded the Bronze Star and Purple Heart.
